When I was studying public policy, I always struggled between the individual and the collective whole. Of course, the individual can triumph with majority. But majority does not always vote with the benefit of society. The optimum which has often been cited in philosophy, is always that of Rosseau's ideal of the collective whole of society which thinks in terms of the collective whole and social benefit. But when you have a rational-cost theory, and you go according to this school of thought, and the voice of the majority is not Rousseau and will being the society to ruin. Then what will you do? I myself still don't know.
