New Zealand may attend the East Asian summit later this year because of a non-aggressive pact that they have agreed to sign.  ASEAN say countries must sign the pact before they can be invited to attend the summit to be held later this year in Malaysia.

Australia will not agree to sign the pact that this stage. However, Mr. Downer is confident that Australia will attend. Kevin Rudd, Australia's opposition  foreign affairs spokesman said that security and economic interests were at stake.
